Neighborhood Revitalization Area No.9

 This plan is intended to promote the revitalization of the inner urban area of the City of Lyons through the redevelopment of the area. More specifically, a tax rebate will be available for the continue use of commercial/industrial and further development and expansion of existing and new commercial/ industrial entities within the specified area. The tax rebate applies only to the additional taxes resulting from the increase in the appraised value of the property due to the rehabilitation, alterations and additions to any existing commercial structure used for retail, office, manufacturing, warehousing, institutional or other commercial or industrial purposes shall be eligible.


14 Tracts of land around Grand (Highway 96), between Main street and East Lyon are now part of a neighborhood revitalization project. This project provides tax rebates for new improvements to the property.

Joint Project: City of Lyons and USD 405

Phase I has been completed and we are working on Phase II: Infrastructure and non-infrastructure projects.
Infrastructure projects include: sidewalk improvements (including ADA), traffic calming and speed reduction improvements, pedestrian and bicycle crossing improvements, on-street bicycle facilities, off-street bicycle facilities, off-street bicycle facilities, secure bicycle parking facilities, and traffic diversion improvements in the vicinity of schools.

Loan request approved by KDHE on August 25, 2011
Public Hearing was held on October 3, 2011
Project Expansion approved February 6, 2012

Expansion to include:
  • South of Taylor Street to Jay Street (Addition to Site #7)
  • Replace Line on Taylor Street from Bell to Purdy
  • Replace 12” Water Main From Water Tower South to Point South of Blair Street



Sewer Main Line Capital Improvement Plan

   
The purpose of this plan is to provide for the replacement of sewer main lines utilizing “cured in place pipe" (CIPP), which is a new “Trenchless” technology. Sewer main line replacement projects are budgeted annually and funded through the Sewer Line Replacement Fund.

The Utility Department is responsible for the execution of this plan.


2012:

Manhole # L113-2 between Disnmore and Purdy and Commerical and Lyon go West to Manhole # L113-1 (located between Purdy and Reed); continuing north to Manhole # L27-7 and south to Manhole # L22-6 at Lyons and continue south to  Manhole # L22-5 at Washington. Approximately 1,040 linear feet.

Approved to Obtain Bids for this Project by Council February 6, 2012
